i bet if you dig deep enough you'll find this principle in operation in a lot of places if your city has 100,000 people who just went out of work and nobody has work for them, what's more rational, standing on principle that they shouldn't riot or bribing them not to riot?

in some countries they just put them on the dole (shitty UBI stand-in). in other countries they start a war and get a bunch of em dead. in other countries they have them grope crotches at the airport.
