I'm about to be driving in DC, but I've never seen a sign like that. What's its purpose?

Depending on traffic flow sometimes they open or close specific lanes of traffic. Kinda like carpool lanes. Sometimes you can even use the shoulder. Usually have a sign that will light up and be green or red.
