IMO a lot of iPad games are very good at this. There is no single one that encompasses a significant fraction of what you need to learn, though. If we had Netflix-level investment in kids’ education content I think it could work though
EU countries where subtitles are common have significantly more English speaking people than the ones with dubbing. Growing up in Romania in the 90s we didn’t even have subtitles, just pirated channels because there was no (c) law till 96.

Local language for TV/movie theaters. Bootleg movies and TV shows had only English subtitles for the first 3-4 years. This was a looong time ago.
