There's already rationing, it's just by price/wealth/access. At least this way it could be made rational and there'd be (effectively) less.

1. HC isn't a regular market good. 2. Ideally it'd be funded "progressively" to minimize marginal utility harm. Those with less pay less, &c

3. Having access to good quality healthcare so to not die preventably, that won't bankrupt you if used substantially increases net liberty.
