The next questions are whether it's necessary and/or sufficient. These are empirical questions that are ethically slippery to probe.
The people who have probed them don’t find any viable alternative to punishment. It’s not a hard question. In a secure and stable state there has to be the policy of physically restraining those who won’t live by our rules. That doesn’t mean all levels of punishment are justified

Totally agree that physical restraint is a necessity for protection! Do you think that viable alternatives are in principle impossible or just currently impossible?

With a deeper understanding of the (rather complex) correlation of certain neurological conditions and criminal behavior one could think of biochemical (or other mind changing) interventions instead of physical restraints - at least in principle.
