Effective for germany only?

many bigger countries have special rules, either national thresholds or such creating regional lists, which lower the minimum to get seats - only Romania could be affected as Germany, but they get only 33 seats nation wide in European Parliament -> this is already 3% as minimum

The threshold for DE only means that the German CDU-CSU guys have not understood the concept of transnational lists. They still think in terms of states not federal parties. The trilogue will have to sort out this nonsense.

The ECJ if invited to do so would knock this anomalous threshold out of court, I hope.

Only 28 MEPs are going to be elected paneuropean. The other 705 MEPs will get elected on national level (as in the last EU elections).
