“...the once-and-for-all one-and-only true chain to rule them all makes no sense to me.” It’s called network effects. And it automatically creates security, interoperability and incentive alignment. Standing up a new chain to extract rents is nothing new at all.

Hot take: If you want to start a new chain, why not just do that? Why create this weird attachment to Ethereum under the guise of a "test net"? Is it because there will be no user / dev base or other relevance without acting as a parasite upon it?

I don’t see how this effort enfranchises anyone. Are devs being deprived of some right or privilege? Ethereum affords no one rights or privileges. What you’re talking about is the labor market.

That’s like saying Linux (or the Linux Foundation) disenfranchises Linux devs because it can’t sustainably pay all devs who want to work on open source Linux. There is no social security here.
