You have to create a blank submission for your app, with a category of "Game" atm, but it's being fixed in the next week.
I've already published a private beta. Do I have to make another submission or can I switch it to release?

Actaully the "Xbox Live" Services bug has been fixed and the option will now show up. Submission still has to be a game for it to work!

So long as your Private Beta submission is of a category of "Games", they you can test / use the Live Services. Doesn't need to be live
