I don't know VRChat, but an application that uses avatar and Inverse Kinematics, could use trackers on feet yes.

Upper arm trackers is overkill for a tracked player. Hands are already tracked.

For deep immersion getting elbows/shoulders right seems important to avoid the controllers in the wrong hands issues etc.

In part, yes. We're also taking 20+ years of knowledge of human kinematics and applying that through code :)
