Yes, UPM is available, provided you are using 2019 or higher (due to the UI namespace changes in 2019) Either use the package manager UI to add a git repo, or add the following in your package manifest "com.unity.uiextensions": "https://bitbucket.org/UnityUIExtensions/unity-ui-extensions.git#master …",
