It's limits defined by UniversalRP/LWRP. You can write a custom renderers on change the pipeline to increase the limits. However the limits are being increased. As for the additional directional lights I don't have an ETA. Mostly because we gave higher priorities to other features such as Camera stacking and the Deferred Renderer.
