Also "Clear browsing data" -> "Cookies and other site data" doesn't empty local storage. That comes unexpected since localStorage is broadly used in web/ad tracking.

In "Clear browsing data" there's at least a notice that I won't be signed out of Google. In chrome://settings/siteData?search=cookies however, there's a "Remove all" button which doesn't remove all. See screenshots before, after click on "remove all" and after refresh.

Brief correction: Cookies seem to get removed and re-created immediately. At least the cookie content and creation date seems to change. Nonetheless: After hitting the "remove all" button you still don't end up with an empty cookie jar.

Google announced in a blog to fix the concerns that I raised in this thread with Chrome 70: blog.google/products/chrom
When you "clear all cookies" in Chrome 70 it will, well, clear all cookies 😉

Could this be because Google uses something which isn't cookies anymore.
They already stopped using http for Google sites on Chrome. So wont be surprised if this happened.

It's related to the auto sign-in feature of Chrome 69, see twitter.com/ctavan/status/ for more context. This behavior is simply hard-coded into the browser, something only the manufacturer of the browser can do.
