The intent was to screen out figures from abstracts because figs cause problems in NIH RePorter. The application of that warning by eRA across multiple sections was either unavoidable or accidental.

Is there a formal notice available? I'm not looking forward to the questions from my grants people when this pops up. It'd be helpful to have a link to official policy that I can point at.

No, no official policy. You can point your grants people to this page that says warnings are not a block: https://grants.nih.gov/grants/how-to-apply-application-guide/submission-process/submit-track-view.htm … and then they'll have to contact Receipt & Referral at CSR if they want confirmation that DRR won't withdraw.

Too bad this is technical challenge. Figures in SA are extremely helpful to give me an overview of what the grant is about! As a PI, it is a great exercise to draw out and answer the question, “What are the essential elements of this project?“

about figures in specific aims... a new validation by eRA generates a warning if you use a figure in the specific aims. The warning is meant to prevent figs in abstracts. You can use a fig in SA and DRR won't withdraw your application. Thanks for the Qs!
