oh, I think it just means people who primarily tweet for other people they know personally irl. As opposed to like stan tweets or activist tweets or pop culture tweets that are obviously for a broader audience.
and you could still have a good amount of followers and be local, it's just most of your followers are people from your town that you might see at a party or w/e. A lotta tweets about particular scenes and subcultures where you live as opposed to current events or TL mess or w/e.
