I'm sure this is too radical for one side and too reformist for the other, but it seems like the sort of thing you could at least get SOME metros to try?

Could America not have a separate group of mediators, not armed with guns, that are called to mediate nonviolent situations and enforce property rights? And maybe that force would be separate enough from the PDs that it would have less of their racial bias?
