Not really? The CRA mostly enforced/carried out by lawyers and judges and bureaucrats and school administrators, etc. And yeah, Saturday Night Live might influence whether a lawyer can be found to take the case, or a judge is sympathetic or dismissive.
But the Civil Rights Act has to be enforced and culture and norms intervene again at the compliance and enforcement stages.
