Nah, white supremacy operates as much through laws being ignored as laws being enacted. That’s true going back to slavery/reconstruction/etc.

I mean... intimate partner violence and abuse against women is a group of crimes that is protected in formal and informal ways by men of all races. It’s a patriarchy thing, not a white supremacy thing, although white supremacy affects how it manifests.
