Irish people, along with many other poor British folks, were used as indentured servants. As is usual, the capitalists who owned those indentures exploited the law to keep them in bondage, often for their whole lives.
However, examples of those indentures becoming heritable are few and far between, if any. Heritable chattel bondage was invented and reserved for those of African descent, for rather obvious practical reasons. (Africans were identifiable by skin tone; Irish not so much).
