Cultural power matters a lot, it just moves very slow in comparison to money.
But then, even money moves slow! Really, when you're talking about systems that are hundreds of years old, expressing impulses that are how ever old modern humans are, perhaps older... everything moves slow compared to that.

Even violence, military power---how much military might was used in the Civil War? How much money, how much political power, how much cultural influence... and yet white supremacy still in 2016 has sufficient power to take over a party and control at least 2/3rds of government.
