I don't think "evil" means "of below average moral capacity." I think Barack Obama is of (significantly) above average moral capacity.

But evil is the choices we make and the harm we cause, not merely how well or poorly we compare to other people in the same circumstances.

Barack Obama is by some margin the least evil person to have taken the job in my lifetime. That seems indisputable.

But to deny his evil is to deny the humanity of his various victims, from children killed in drone strikes to deportees to water protectors.
