I mean. If you can authorize, excuse, and cover up murdering innocent children, surely you are in some meaningful sense evil, no?

I don't think "evil" means "of below average moral capacity." I think Barack Obama is of (significantly) above average moral capacity.

But evil is the choices we make and the harm we cause, not merely how well or poorly we compare to other people in the same circumstances.
