I mean I hate the "deep state" business but we could end up with a situation like that at CFPB where there are two political appointees and the career staff chooses to obey the legitimate one.
It ultimately becomes less "how do we get Trump out" and more "how does Trump get Actual Legitimate 2020 President out." I could even see them barring the door when he tries to get into the WH, refusing to fly Air Force One with him in it, etc.
