I think there is something to the progressive assumption that there must be an order, because in chaos, humans behave abominably.
And that elitism is basis of the most just philosophical critique of progressivism, which can come from the left or the right.

I think the answer is, yes, it can, but only if the people who operate the system---ultimately voters---want it bad enough.
