I think there is something to the progressive assumption that there must be an order, because in chaos, humans behave abominably.
and the assumption that the order can be designed better or worse---of necessity by elite designers---is an elitist assumption.

I think the answer is, yes, it can, but only if the people who operate the system---ultimately voters---want it bad enough.
