Why are there gangs? Because when you can't go to the police to protect you, you have your big homie with a gun do it.
We tend to see all these things as random, irrational, self-defeating behaviors, when they are in fact quite rational and even predictable.

Put any group of people, regardless of cultural history, in the situation of black Americans, and you will get elevated levels of violence.

The culprit is conditions, not culture. Or at the ABSOLUTE least, we spent all of the 90s trying to change black culture.
