I don't get it. If the buck stops with the President Isn't Lincoln the worst? Surely more tools to kill slavery than killing 2.3% of the pop

Do you know anything about how the Civil War began? The South seceded simply because Lincoln was elected.
and Lincoln was elected on a platform of not allowing slavery to spread to the territories, so that slavery would eventually die out.

literally he was pursuing a gradualist diplomatic solution, the South just was implacably opposed to any future without slaves.
