I'd be less worried about an initial design flaw, more worried subsequent modifications would screw over said small income range.

Energy is great, but energy can support bad policy. A bad health care system could lock us into exploding costs we couldn't escape.

I view my own role as trying to identify what the eventual sensible compromise should be, not giving activists a shining ideal...

If activists push for a British-style system, it could help exert the necessary pressure to get us a Japan-style system as a compromise.
