Maybe for the country as a whole, but I assume some would fall in an income gap where copays are onerous but they can't get subsidized care?

They also have supplemental insurance for the copays, which is both mandated and subsidized (like Obamacare).

It's conceivable the program could be badly designed so that there's some small income range that gets screwed, but we can avoid that.
