It all comes down to: whose interests go this way; what power do they have? Whose interests go that way; what power do they have?

When that becomes wildly unequal, as it is for blacks/whites; upper middle class/poor; educated/less-educated; corporations/workers...

that's when it's the government's job to step in and see what the law and the power of the federal purse can do to balance the scales.
