what sources are you relying on? From every source I can find, black income gap has decreased, education gap has decreased
wealth gap not really decreased but most white wealth is in homes & black ppl were shut out of fed. home loans in 40s/50s

still don't really have lending equality, and didn't have it at all until 80s (and indeed during 90s, wealth gap narrowed.)

also agreed that some aspects of US may be in decline, but why blame the collapse of segregation for that?
