I think there's a lot of different moves you can take from there.

1) you can change the standards used to evaluate for leadership. I don't know military very well so...

I'm speaking generally, but just because a certain test for promotion exists doesn't mean it's the best possible.

we're always using imperfect proxies for what our long-term goals are.

so why not open up the standards to see if your existing standards aren't missing people

from disadvantaged groups who might excel in the leadership roles they aren't currently on-track for.

2) very very very very very often people who are behind, once they get into a training program...

or once they get into a given role, are able to catch up. People are smart! Ambitious people who underperform
