Yes. We send that notification when you opt into reading someone's highlights on the Highlight Summary or on Source Article. We don't send it as you're browsing the newspaper (homepage).

What are the triggers for this to happen? Why isn't this explicitly disclosed to the user?

It's one of the light ways we surface the social, connected nature of public highlighting. It's cool to see that highlights you made personally were valuable to others. These "Read" notifications were once prominent in our app tour, but have been nudged out. We can revisit that.
