Disagree. We should be honest. IT IS A ZERO-SUM GAME. Vaccine manufacturers are not able to meet demand. Production is already maxed out. No, it’s not. The US solved the supply problem like 6 months ago and we have so much supply that doses are going bad. The reason there isn’t more supply is there isn’t more demand (and the funding & resources that goes with it).

You can't cover costs for a new plant that makes 120M/year with just 120M orders, not at current vaccine prices. And there is possibility a glut coming due to production in China/SKorea/Japan. There has to be long term orders and/or co-investment. Annual boosters provide that.

You could also have the investment without consuming a large fraction of the newly created output through boosters
