        With Chief Justice Roberts as the "swing" vote, a 5-4 #SCOTUS ruled that a city may count as "aggrieved person" under the Fair Housing Act.

        If Cities invest in strong, effective testing programs, that proximate cause standard shouldn't be hard to meet. Data won't always be enough
