Infant mortality statistics aren’t recorded the same way in every country. Some countries will record a stillbirth as a death, for cultural reasons (religious people may want a funeral). Hard to make international comparisons.

Of the former Yugoslav republics, Slovenia also has the highest Human Development Index (fwtw) by a mile. In fact, they have the highest HDI of any former Communist country (not counting Germany). Must be something in the water in Ljubljana.

Slovenia was considered Switzerland of Yugoslavia. Also was Industrialized earlier by Habsburgs given its link to Trieste
