The easiest solution would be a global ban, but is the UN going to be able convince paranoid North Korea to throw away such an advantage? I doubt it. And if this kind of thing is allowed anywhere there are going to be huge changes in the balance of power.
Under a voluntary system some people who choose to do nothing, others just to fix minor genetic misprints. But if one country, or even a religious minority, chooses to go all in and engineer every kid to be smarter than Von Neumann? I don't want history to be that interesting.

The real problem may be if they also make those Von Neumann's too agreeable to ever challenge whatever leader or ideology they grew up with.
What's the worst that can happen? If China would crisp themselves to Von Neumann levels then the US would be Papua New Guinea in comparison. What would China gain from conquering a population of PNG caliber? lol
