At the height of the 1970's crime wave there were at least 80 active serial killers in the US. There was a tremendous geographical skew in where they operated: very few in NYC (2) or New England (1), tons in California (23) and the West Coast.

Nah. PNW (into Canada even) is the undisputed major leagues of serial killing. Not because of the reasons you state. The number 1 reason is the population is more homogenous and transient. People move around d a lot out there lots of rootless

People who didn't know their neighbors & a lot of people who fall through the cracks. At the same time, it was all white. If you are in NYC, how many different accents would you hear in a day's drive? Compare that to Oregon.
