There are still very isolated rural counties like Union, NM or Slope, ND where fewer than 25% of the 65+ers are vaccinated. These are very Trump supporting counties, but that doesn't quite explain all of it.
Can't speak to Union County, but I've lived in Slope County. Probably because they are self-reliant and not given to panic. Going to town is not a casual thing. However, if they really want to get a shot, Dickenson and Bowman aren't that far away. Very low pop density too.
