Charlize Theron emigrated to the US from South Africa when she was 17, speaking no English and yet somehow wound up with a perfect Midwestern accent. Colonel Tom Parker emigrated at 20 (after maybe murdering a lady) and could also speak like a native:https://www.youtube.com/watch?v=9u56d3rO0B8 …

Anecdotal, but my HS English teacher was taught in college US Standard Broadcasting (aka Midwestern) accent, and learned it well. His natural accent was a thick New Jersey one that was completely absent from his normal speech. It is definitely doable for early 20s people.

If a scandi/dutch goes to England he comes back speaking English worse. The same would be like- omg - like for California.

Unable to judge for myself but from what I've read, Tilda Swinton learned to speak Russian-accented Italian for the movie I Am Love, and was convincing.
