I think Brevik exemplifies the kind of racism Norwegians have a reputation among for other Scandos. A rare type of the kind also seen in modest Japs and Koreans: “your ignorant feet unknowingly defile the memory of my ancestors”.

That's a good point but even though, Why the differences in immigration policies?

English fluency mostly, although it’s probably more complicated than I appreciate. Any nation so culturally close to the US that wasn’t liberal on immigration would suffer cognitive dissonance. I think Breivik is one way of showing discrepancy between real opinion and policy.
