I know what you mean, per capita probably not. France had the largest population in Europe until about the 1820's and in the Middle Ages their advantage was huge. In the early 14th century France had 20 million people as against about four in England.
Their fertility fell off a cliff after Napoleon for reasons that even today no one really understands. That's the one overriding factor explaining their relative national decline. Even though Germany and Britain sent millions of emigrants abroad they still outgrew France.
