We have too many innocent people in jail, & others serving unjustly long sentences for minor crimes. Voters increasingly agree. Giving non-violent first-time offenders chance to learn & make amends w/out jail often makes sense. So does treating rather than jailing addicts & mentally ill. But at some point a custodial sentence (whether in prison or mental health facility) is required for repeat offenders.
