these questions have been tackled like crazy in a ton of in depth youtube videos.. its pretty intricate and makes alot of sense. The largest part is, without knowing the location of the mindstone.. there is no reason to hunt for ones himself when he cannot get all of them.
I always thought that he didn't move on earth himself because both Odin and The Ancient One (who I believe was Sorcerer Supreme?) were protecting earth.
