That's not entirely true. I moved to LA and worked on Warfighter for 4 months. The game was hobbled from the start by the shift from Unreal to FB - they had to work on basic features and learning a new engine instead of smoothly going into a new iteration.

Was EA being incompetent/evil for doing this?

I don't think you can call EA evil beyond what any normal growth-driven market capitalist corporation is. Certain execs overpromised what was possible to achieve. Small comfort to the thousands of devs it negatively impacted,I know.
