Circa 1996 I was working at Pennsylvania dept of ed on teacher training for using the internet. My words verbatim "discernment is the first and most important skill you have to teach". Didn't happen.

Discernment implies a standard that can be referred too. So it would seem that epistemology and ethics are the starting point? Codifying these in a universal way seems to be the struggle of our time (and all times). See
