Wondering if I can draft a kind of curriculum that satisfies / strengthens these. If I manage to focus on this for more than 30 minutes I'll try and get a basic digital prototype and a) test if it works small scale, and b) see if it can scale to school kids

If you want to develop empathy in children, two primary techniques -- mirroring good behavior (with various scripts) and mixing in heterogeneous age populations. That's the gateway to them developing complex thinking habits -- moving out of egocentricity with some techniques.
Build a parallel government (local) that supports the basic human needs (high quality food, water, air, warmth, light, information, and outlets for expressing the body's excess matter and energy), and that will naturally help all brains function at their best.
