Neither. It is a lack of knowledge.
Think I might disagree with you here to a degree. There is a large disconnect between knowing and follow-through. Or knowing and living according to that knowing. I spend a lot of time wondering why this is E.g moral philosophers still do things they might argue are immoral

I view the difference in that as more knowing. At one level it can be described as knowing how to act accordance with one's explicit beliefs, another to have one's subconscious feelings aligned with their conscious thoughts.

There is a kind of deeper knowing from which behaviour must follow. For example knowing that Santa Claus isn't real prevents one from earnestly writing letters to him.
