As evolution of technology progresses, we spend more and more time developing our intellectual and philosophical capacity, and less and less on physical/emotional survival. So eventually, we'll have our whole lives free to let our brains fully develop.

As someone focused on development/brains, I have to say that the concept of "adult" is fairly meaningless, except as a way to distinguish between prepubescence and post-pubescence. In the brain, the changes happen all the time. Big ones happen at 2, 4, 8, 14, 25, 40, 65, and 106.
