Hierarchies and emergent networks make each other stronger. If a hierarchy can't survive dissent and disruption, then it's fragile no matter how large. and the failures of these institutionalised hierarchies are due to failures in the measurement of consent & competence. also the inflexibility of change as a response to decision-making. dynamic systems need to have this functionality built-in. rigidity is often weakness
