My advice? Learn to make friends and communicate with people before you try to force relationships. The rest will come with time and connection.
Most effective thing I have found is to have passion, and a distinguishing personality. People love to see others taking passionately about things they care about. Also vulnerability is good bc it invites others to share deeper things about themselves too, => better friendships
